UN Security Council members vote on a draft resolution (Res. 980) that would declare illegal the construction by Israel, the occupying Power, of a wall in the occupied territories departing from the Armistice Line of 1949 . The United States vetoed the measure; 10 members voted in favor, and four abstained (Bulgaria , Cameroon , Germany , United Kingdom ).
