By a vote of 14 to 0 (the United abstained), the Security Council adopted Resolution 478 (1980), which called on States with diplomatic missions in Jerusalem to withdraw them and “censures in the strongest terms the enactment by Israel of the ‘basic law’ on Jerusalem and the refusal to comply with relevant Security Council resolutions." It decided not to recognize the law and Israeli actions resulting from it, which it viewed as an attempt to alter the character and status of Jerusalem, and it called on all UN Members to accept that decision.
